Counterintelligence Division (CID): This was the Checkerheads’ previous Internal Affairs Division, only went after whoever WASN’T on the take. It attempted to ruin the careers of PHILIP SNOW, WILTON FRANKLIN and MATT SHINMEN. Implicated in 2002 by the discovery of a data disk outlining entrenched local police corruption, Snow disbanded the unit and placed its functions under Franklin’s HOMICIDE AND SPECIAL INTELLIGENCE unit, which is part of Shinmen’s SPECIAL OPERATIONS BUREAU. Creegan, Aethelred Christchurch (Chris): Chris Creegan is one of the news anchors for KRGO-TV and the host of Good Morning, Ravensgate. Cyberian Wasteland (1211 Riis Avenue N.E.): The Vishenko reportedly uses this artsy Russian Quarter cybercafe as a front. D’Ambrosio, Guillermo (Bottle Bill), 1884-1948: See the GOVERNMENT section of this website for information on Ravensgate’s longest-serving (1922-1948), and perhaps greatest, mayor. D’Ambrosio High School (1016 Garden Home Avenue S.E.): Opened in 1939, this is one of the toughest high schools in town and alma mater of many prominent citizens. Twenty years ago, it boasted two or three on-campus knifings a year. Today, this Rust City school boasts at least a drive-by or a hallway shoot-out each month. Prominent alumni include PHILIP SNOW (’67), SAMUEL O’MUIR (’83), ERIK GUDNE (’82), JOSEPH “JUNIOR” CHEN (’81), MATT SHINMEN and the MEAALOA TWINS (’82), OTTO MATLOCK (dropped out in ’83), Congressman DAVE GAVRIEL (’85), WILLIAM PAULSEN (’89), and news anchor MUFFY BENNETT (’89). Its facade sustained heavy damage in the RUST CITY MASSACRE. The high school's sports teams are the stuff of local legend, especially the doomed 1981 baseball team. D’Ambrosio Shipping & Packaging: Founded in 1919 as d’Ambrosio Bottling Company, its holdings include d’Ambrosio Beverage Distribution, d’Ambrosio Packaging, d’Ambrosio Seafood Processing, d’Ambrosio Vintners, and the d’Ambrosio Brewpub. Its major shareholders include members of the d’Ambrosio family as well as a virtual Who’s Who of local organized crime. Daniel Devereaux Memorial Municipal Arena & Convention Center: Located above Interstate 84 at the intersection of NE 42nd Street and Fleischer Avenue NE, its design is inspired by the Washington Convention Center in Seattle. Several hotels surround it and are connected to it by sky-bridges. Darteguenave, Tomas (Too Tall): This 2’8” right-hand man of ARNAUD BLANC is a sharp contrast to his boss and underboss. While LEGBA and Blanc are reserved and circumspect, Darteguenave is animated and boastful. A second-generation Haitian-American, Too Tall is a sorcery student of Legba’s. d’Aubaine, Lucretius Throckmorton (1959-2003): Grandson of LUCRETIUS THROCKMORTON JR., he was Chief Financial Officer of THROCKMORTON TECHNOLOGICAL INTERNATIONAL until 2003. An Exalted Pillar of Wisdom in the AL-AMARJA SHRINE TEMPLE until the FOREST CREST raid, he’s now a ghost after hanging himself in December 2003 to avoid racketeering, murder, rape and kidnapping charges. d’Aubaine, Jean-Pierre (1941-2003): Citizen d’Aubaine was linked with almost every criminal figure in this encyclopedia through his shady financial dealings, and he had the ear of MAYOR SALOME THROCKMORTON-D’AUBAINE until he used his influence in an unsuccessful attempt to discredit The Foundry. He was prone to trashing anyone else in print, yet his own private life was something of a mystery. J.P. was Grand Vizier of the Scribes for the AL-AMARJA SHRINE TEMPLE until his death in the FOREST CREST raid. Devereaux, Daniel: Daniel was a Quebecois-immigrant who took over the family’s business in Ravensgate and made a fortune. He and his wife were killed in an automobile accident. Only JOSHUA CAINE knows the truth: he staged the accident to hide the fact that Daniel, also known as MASSDRIVER from the original TEAM HYPERION, was killed in a 1993 airplane explosion. Devereaux, Danielle (Dani): Born in 1985, Dani is a construction and industry heiress who makes $27,000 a month just by sitting around—and having JEAN-PIERRE d’AUBAINE collect on her behalf her share from 300,000 people’s cable bills. She’s worth six or seven billion dollars—ask ABU SCIROCCO for the exact figure—and is known to have a few opinions about where that money comes from. Although JOSHUA CAINE and ALLAN LOCKSLEY are her proxies on the THROCKMORTON GROUP and DDWL boards, she surprises many with her sharp assessments. When she was four, she memorized the Oxford English Dictionary. When she was five-and-a-half, her sound-bite torpedoed city funding of a Styrofoam recycling plant. Several of her relatives, including JEAN-PIERRE d’AUBAINE and LEMUEL THROCKMORTON JR., fear her off-the-charts intellect. Dani is a cousin of Mayor SALOME THROCKMORTON-d’AUBAINE. Devereaux d’Aubaine Watkins & Locksley (DDWL): Founded in 1926 as Devereaux & d’Aubaine, this is the main development corporation in the metro area and in NW Oregon. Its holdings include Nehalem Bay Homes, DWL Architects, Northern Oregon Risk Management (NORM), DDWL Construction and the Nehalem Bay Real Estate Company. DDWL builds commercial and residential projects locally and as far away as the Middle East. STEPHEN LOCKSLEY serves double duty as its CEO and as a Senior VP of the THROCKMORTON GROUP. He, his brother ALLAN, and Senior VPs THEO and MOSE WATKINS often frustrate JEAN PIERRE d’AUBAINE with their desire to build safe low-income housing. Devereaux Manor (2100 W. Ackerman Avenue): This is the third-oldest building in Ravensgate and home to both exclusive alternative school COLLEGIUM CAINE and construction-development heiress DANIELLE DEVEREAUX. Diem, George (original given name Nga Vanh Diem): A naturalized U.S. citizen who arrived from Saigon in 1975, Capt. George Diem is a Checkerhead with the unenviable task of commanding Mid-North Precinct, also known as “Fort Apache.” He’s stuck between the gangs of Cresecnt Villa and The Bottoms and the rogues and rookies of his precinct. A cursory glance at his original first and middle initials explains why he changed his name to George. Ditko Beach Golf & Country Club (2000 W. Messner-Loebs Ave.): Imagine a castle in the middle of a golf course. This is the country club where society plays and doesn’t have far to crawl—or drive golf carts erratically—when it’s had too much to drink. 50 estates, among them the venerable DEVEREAUX MANOR, surround the golf course. The Doe Family: See also THE FOUNDRY and the VIGILANTE REGULATION LAW. In its early career, circa January and February 2002, this was the name the police and media called The Foundry. At that time, its known members were Jane Doe (FRISSON) and John Does 1 (VELOCITY) and 2 (SHADOWSTRIKE). Dr. Noh Gallery (740 Lipton Avenue S.): Dr. Noh is an eclectic mix of New Agey modern art and traditional East Asian and Mediterranean art. The centerpieces of many exhibits are the ceramic Noh- and Kabuki-styled masks. Rumor has it that a high-level cop and his live-in girlfriend co-own the gallery. Durden, William Polk (Billy): This shop steward for the defunct RAVENSGATE POLICE GUILD was a detective in the Robbery and Fraud Division (or, as TABULA RASA put it, “the rubber check squad”). He went underground with most of the rest of the RPG Executive Council in April 2002, but he resurfaced in June when TABULA RASA and PYRO caught him and two Vishenko operatives attempting to plant evidence in the home of Inspector MATT SHINMEN. Shinmen and his SPECIAL OPERATIONS BUREAU pulled a “CAR-54” on Durden and the likely masterminds of the frame attempt, the SPANNO-TORCHIA-VINCENSE TROIKA. After publicly identifying the uncooperative Durden as an informant, Shinmen placed him in a “safe house” in an attempt to trap the RAVENSGATE CRIME COMMISSION. The attempt failed. A Vishenko hit man blew up the safe house, killing Durden and injuring four detectives, but not before Durden gave some partial information on the whereabouts of some RPG and RCC operatives. Edge City Garage (1053 S.E. 19th Street): This is an auto shop, wrecking yard, customization shop, chop shop, repo yard, you name it, at the west end of the Independence Avenue Bridge and the west bank of Crescent Canal. “GRAND THEFT OTTO” MATLOCK claims he’s legit, and he points to the limo services and taxi companies on his customer list as proof. The garage is more than a mile from the site of the RUST CITY MASSACRE, but it sustained about three dozen bullet hits from stray fire. Emergency Services Bureau (ESB): This is the local agency that controls fire and emergency-medical services in Ravensgate and Nehalem County. Endo, John Hironobu: Very little is known about this young American yakuza, except that he made his fortune in the dot-com boom. He keeps to himself and seems to be able to mediate peacefully any territorial disputes with other mobsters. Energon: Member of THE FOUNDRY, this superhero made his debut March 30, 2002 when he helped derail a RAVENSGATE CRIME COMMISSION plot to rig the vote-by-mail primary election. The exact nature of his energy powers is unknown. Escher’s World (2132 Lee Parkway W.): This is a surreally-decorated expensive restaurant and nightclub is located across the street from the ROSS-MUTH MUSEUM OF FINE ART. Extreme Countermeasures Unit (ECM): RAID and its offshoot, ECM, are the Checkerheads’ SWAT teams. One handles generalized paramilitary-level threats to public safety, the other is a COMETPRO-trained anti-supervillain team. Sean Thomas “Tommy” Gunn, former RAID commander and current RBPS Chief of Operations, founded ECM.
Forest Crest: This complex in rural Columbia County was built in 1953 as the sanctuary for the Exalted Pillars of Wisdom in the AL-AMARJA SHRINE TEMPLE. It was built upon an old Native American burial ground, and it was used as a mystical ward to prohibit SPEAKS LIKE MOUNTAINS and his band of warriors from crossing over into the realm of the living. It was the site of a December 2003 raid by The Foundry that interrupted a sacrificial ritual being performed by the AL-AMARJANS. The Foundry: See THE FOUNDRY’s own section elsewhere on this website. Franklin, Wilton (Frank): A Checkerhead since 1977, Franklin has been in most Patrol and Detective divisions in his career. JAMES SMITHSON trained him and MATT SHINMEN both, and he and Shinmen were later partners in the STREET CRIMES UNIT. At the beginning of 2002, he was a sergeant and the number-two man in SCU behind then-Lt. Shinmen. Now a captain, Franklin serves under Shinmen’s SPECIAL OPERATIONS BUREAU as head of the HOMICIDE AND SPECIAL INTELLIGENCE unit.
