Junior’s Roadhouse (69 S.E. 20^th Street):

Chinatown mobster JOSEPH “JUNIOR” CHEN runs this improbable mix of redneck honky-tonk and Vegas-inspired casino: “Liquor up front, poker in the rear,” as the ads say. Junior’s also is rumored to have waitresses who do more than just wait tables. Junior’s grandma from Atlanta sometimes deals blackjack; she may have arthritis, but word has it she’s awfully handy with a shotgun.

Kergillian, Emil (The Somnambulist), M.D.:

“The Kergillian Defense”:

After it was revealed that THE SOMNAMBULIST and his accomplices mind-controlled cops, judges and superheroes in the Ravensgate area, many police officers facing corruption-related convictions began pleading innocent and claiming to have been brainwashed. In order to clear the docket, many of these cops have been allowed to (a.) collect permanent disability pensions “due to the trauma” and (b.) resign from the BUREAU OF PUBLIC SAFETY in exchange for dropped charges.

Ketchum, Oroville:

Named for his birthplace in NE Washington state, this political gadfly and crony of “BOSS” YOAKHAM and HELLMAN JESSUP is the longest-serving member of the City Assembly (since 1960) and a perennial candidate for multiple offices. In 2002, he ran for the GOP nomination for Metropolitan Prosecutor—and lost the nomination to Democrat BRYAN SINCLAIR, who was running for the Democratic nomination.

[Every now and then, Oroville’s own party tries to take him out, but the Thirteenth Ward keeps re-electing him to the Assembly.]

Oroville also ran for the 2002 GOP mayoral nomination against PHILIP SNOW. In all his 2002 political campaigns, he ran on a platform of providing birth control to high-schoolers who test positive for drugs, and for arming public-school teachers.

Kirilenko, Rurik (1967-2003):

A Vishenko assassin and former Spetznaz scout, Kirilenko is the hit man responsible for silencing BILLY DURDEN. He was an Exalted Pillar of Wisdom in the AL-AMARJA SHRINE TEMPLE until the FOREST CREST raid. Now, he’s a ghost after hanging himself in December 2003 to avoid racketeering, murder, rape and kidnapping charges.

Knight, Alouysius Bertrand (“Bert,” 1947-):

Bert Knight was CEO and founder of ABKCorp, a petrochemical and alternative-technologies firm owned by the THROCKMORTON GROUP. He was an Exalted Pillar of Wisdom in the AL-AMARJA SHRINE TEMPLE until the FOREST CREST raid. Now, he’s in Federal custody on racketeering, murder, rape and kidnapping charges.

Ko, Joseph Kong Sang (Joey):

JUNIOR CHEN’s boss is good in a fight, but he’s a little too old-school to deal with his flamboyant underboss. Joey’s a “plain and simple” Shanghai Hill restaurateur whose Long Wang Room (1231 Moore Street W.) is strategically placed above several old waterfront shanghai tunnels.

Kraznyi, Moloch (1883-1929):

Moloch Kraznyi, son of Russian immigrants, was to classical music what Robert Johnson was to the blues. Many legends surround the alleged mystical power of his violin recitals. Kraznyi was alleged to have been an occultist and a friend of JOSIAS POE THROCKMORTON, who would travel far and wide to attend the man’s recitals. Like Johnson, Kraznyi’s romantic life resulted in his death by poisoning. Even after death, he was the Grand Master of Ceremonies in the AL-AMARJA SHRINE TEMPLE until the FOREST CREST raid. His current whereabouts are unknown.

Lawful Falafel (715 Constitution Avenue):

Located across from the District Courthouse, it is run by two ex-cops with a talent for Greek and Middle Eastern cuisine. The Ravensgate Mercury Weekly rates it as one of the best cheap places to eat in town, and one of the best places to meet big-name lawyers and cops.

Legba, Dr. Simon Etienne:

Well-spoken, well-educated, well-protected and well-off, this scion of the old Haitian oligarchy fled to Ravensgate from Cap Haitien in 1986. Coincidentally, this is when his old boss, Baby Doc Duvalier, got thrown out of office. Legba runs a free clinic out of the same Aurora Gate building that houses MARLEY’S CARIBBEAN CUISINE and RAINBOW SERPENT BOOKS, and one of his lieutenants owns the Aurora Gate Pharmacy. The not-so-good doctor is known to paint himself for extra mystical power—yeah, like he really needs it.

Levkas, Rik:

A RAVENSGATE POLICE GUILD alumnus, Levkas was among the first group to use the “KERGILLIAN DEFENSE” to his advantage. Now, he is a “freelance security consultant.”

Lewiston, Forrest:

This Aurora Gate neighborhood activist co-owns the Aurora Gate Pharmacy and is a political ally of SIMON ETIENNE LEGBA. He successfully retained his City Assembly of Supervisors seat in the “VOTE THE BASTARDS OUT!” CAMPAIGN of 2002. Lewiston chairs the Assembly’s Public Education Policy Committee, Ravensgate’s school board, and is known for being a tenacious advocate of education funding.

Locksley, Allan:

Executive VP of DEVEREAUX D’AUBAINE WATKINS & LOCKSLEY and a Senior VP in THE THROCKMORTON GROUP, he is a contemporary of both THEO WATKINS and SALOME THROCKMORTON-D’AUBAINE. He is a political ally of both Watkins and JOSHUA CAINE, and a rival of patriarch LEMUEL THROCKMORTON JR.

Locksley, Jennifer (Jen):

A cousin of ALLAN and STEPHEN LOCKSLEY, Jen is a fiery-haired student at COLLEGIUM CAINE.

Locksley, Stephen:

Younger brother of ALLAN LOCKSLEY, Stephen is the CEO of DEVEREAUX D’AUBAINE WATKINS & LOCKSLEY and a Senior VP in THE THROCKMORTON GROUP.

Lone Gunman Books (1420 Moore Street W.):

“Conspiracy-friendly atmosphere” sums it all up here. The LGB runs small lunatic-fringe publisher Grassy Knoll Books out of its back room. VIC CHARLTON is a regular at LGB.

Maka’i Ohana (“Police Family”):

See also AFRICAN POLICE BRETHREN. In order to combat an entrenched system of corruption and racism within the ranks of the Checkerheads, MO formed in 1974. In his attempts to circumvent the good-ole-boy network, represented by the RAVENSGATE POLICE GUILD, Superintendent PHILIP SNOW forged alliances with the various ethnically-based police fraternities. Prominent members of MO include Inspector MATT SHINMEN and Captains JOEY and JIMMY MEAALOA. MO and similar groups formed the Ravensgate chapter of the Fraternal Order of Police after the RAVENSGATE POLICE GUILD was disbanded in 2002 under the Racketeer Influenced and Corrupt Organizations Act.

Marcoli, Antonio:

As Special Agent In Charge of Region IX COMETPRO, Antonio Marcoli outranks local SAICs and is just beneath assistant and associate directors in the FBI food chain. His exact capabilities are unknown, although it is believed that he is a metahuman since he eschews the powered armor of non-metahuman COMETPRO agents. Marcoli is originally a Chicagoan and a scion of a prominent organized-crime family. He hates Mafiosi on general principle, is a benefactor to THE FOUNDRY and is a political rival of DEA policy wonk VICTOR RODRIGUEZ. Marcoli is ambivalent toward the Checkerheads, as he is acutely aware of their history, but is willing to cut PHILIP SNOW some slack for the time being.

Marley’s Caribbean Cuisine (901 Ferndale Avenue N.):

This restaurant, the cultural epicenter of the Aurora Gate neighborhood, serves Jamaican, Dominican, Cuban, Haitian and Somali cuisine. Yes, Somali. No, Somalia is not in the Caribbean, but the neighborhood is divided evenly between Caribbean-area and Somali immigrants.

Masters, Louis Winterhorn (Lou):

A RAVENSGATE POLICE GUILD alumnus, Det. Masters from Homicide & Special Investigations was among the first group to use the “KERGILLIAN DEFENSE” to his advantage. Now, he is a “freelance security consultant.”.

Matlock, Otto (Grand Theft Otto):

Otto owns the EDGE CITY GARAGE. He’s gone legit after 15 or 20 years as a repo man and auto thief. He was a good enough auto thief that he was never caught, although he made it a point to wait for the statute of limitations to run out before he co-wrote his memoir, 30 Seconds And A Cloud Of Dust, with his wife Leila.

Maverick, Kachina:

A former Army Ranger drummed out for shooting dead an officer who attempted to rape her, she is the Kinesiology Instructor and Director of Campus Security for COLLEGIUM CAINE.

Meaaloa, James (Jimmy):

A veteran of the elite STREET CRIMES UNIT, this player in MAKA’I OHANA benefited greatly from the POLICE STRIKE OF 2002. He went from being a senior detective in SCU to command of Central Precinct as a captain. As commander of Central Precinct, he is in charge of the Metropolitan Facilities Security Division, the Transit Police, and the mayoral and Assembly security details.

Twin brother of JOEY, Jimmy was a classmate of MATT SHINMEN’s at Rust City’s D’AMBROSIO HIGH SCHOOL. The twins were football and wrestling standouts.

Meaaloa, Joseph (Joey):

A veteran of the elite STREET CRIMES UNIT, this player in MAKA’I OHANA benefited greatly from the POLICE STRIKE OF 2002. He went from being a senior detective in SCU to command of the RAPID ARMED INTERVENTION DIVISION as a captain. As commander of RAID, he also oversees the EXTREME COUNTERMEASURES UNIT.

Twin brother of JIMMY and a high-school classmate of MATT SHINMEN, Joey was wounded in the RUST CITY MASSACRE.

Metropolitan Assembly of Supervisors for Ravensgate and Greater Nehalem County:

The 11-member representative Metropolitan Assembly, pared down from 31 seats by a 2002 voter-approved initiative, balances the city-county’s strong mayor. Ravensgate voters elect six of the representatives, while the others are the mayors of Nehalem County’s other incorporated cities (Manzanita, Rockaway Beach, Garibaldi, Arch Cape and Nehalem).

Ravensgate and Nehalem County merged in 1986, although several suburbs rebelled against the merger and incorporated as independent cities. MIHALY “MIKEY” CIEZNIK is the Chairman Pro Tempore of the Assembly, the person who runs its meetings in the absence of MAYOR SALOME THROCKMORTON-D’AUBAINE.

Prominent Assemblymen are OROVILLE KETCHUM, LAURIE NUNEZ-WATKINS and FORREST LEWISTON.

Moore, Josias Throckmorton Jr. (1975-2001):

Great-grandson of LUCRETIUS THROCKMORTON JR., and leader of THE BLACK MASS motorcycle gang, he was an Exalted Pillar of Wisdom in the AL-AMARJA SHRINE TEMPLE until he was framed for the murder of NIKKO WYLDE. According to forensic evidence from the raid in which he was killed, he was shot to death by Checkerheads MATT SHINMEN, ALIA SHABAZZ, MIKE SNOW, JOSEPH MEAALOA, JAMES MEAALOA, WILTON FRANKLIN, ROY SIEGFRIED, RICHARD ANTINOV, SEAN THOMAS GUNN, MARVIN PARKINS and GEORGE DIEM, among others.

A scientific child prodigy from a mysterious background, Dr. Morell is a sciences instructor at COLLEGIUM CAINE and a regional authority on temporal mechanics. He is dating Mayor SALOME THROCKMORTON-D’AUBAINE, who is eight years his senior.

Morii, Patria, M.D.:

VELOCITY of THE FOUNDRY has established that this not-so-good doctor is from the future. She and EMIL KERGILLIAN (The Somnambulist) ran a lucrative “sleep-therapy” practice out of the Throckmorton Polytechnic University Health Sciences Center. Its clientele included dozens of cops, most of TEAM HYPERION, and none other than JOSHUA CAINE! Velocity remembers her and Kergillian as being clones from the rogue Republic of Borneo, Davao, Siam and Myanmar (BDSM) in his home timeline in the future—self-perpetuating clones who, at the moment of death, can transmit an activation code sequence to their next version. What these clones are trying to accomplish, is unclear right at this moment. What is known, is that they’ve been in Ravensgate at least 15 years, and that Morii was once married to a young cop named MATT SHINMEN from 1987 to 1992.
